Continuity matters
Learners change classes, teachers and sometimes schools. Education information should remain useful through those transitions instead of being recreated from scratch every time.
A continuous learner record can connect identity, academic history, attendance and other authorised education information while still respecting access boundaries.
Identity is not the same as exposure
A persistent learner identifier does not mean every user should see every detail. The system must separate continuity of identity from permissions to view information.
That distinction is central to the PacyEdu architecture: stable records, role-based access and auditable use of information.
